'NCIS: New Orleans': Episode 20 Recap 'Rock-A-Bye Baby'

This week on "NCIS: New Orleans," a Navy Commander's car is stolen with his baby inside, and it's up to the NCIS team to determine if this was a random carjacking or a targeted abduction.

The episode starts with Naval Commander Josh Newman unloading his groceries from his car, and he has his nine-month old daughter Lulu in her car seat. Suddenly, someone gets into the driver's seat and steals the car, along with the baby inside it.

At first, the NCIS thought that they're looking into a carjacking, but then they get a call from Special Agent Abigail Borin who says that what they have is a kidnapping. They go with Borin and see that the car has been driven into a river—but the car seat is gone.

Josh and his partner, Marlon, tell the team that they were having problems with Lulu's birth mother, Cassie. When the team goes over to talk to Cassie, it's clear that she's not the culprit as she doesn't know that Lulu has gone missing.

At the supermarket, someone remembers seeing Marlon and Lulu with an Asian woman. Upon investigating the woman's profile, the team learns that she is a spy sent over by the Chinese government.

Later, Marlon talks to the team and confesses that he has been having an affair with the woman. He said that before coming out as a gay man, he would date women to cover up the fact that he's gay. Since his job involves handling of classified information, the Chinese government got wind of this and sent the woman to learn what she can.

The NCIS tracks down the woman, but it turns out that Marlon never gave her even a bit of information. She offers them some surveillance footage in exchange for a ticket to China.

Upon reviewing the footage, the team notice that a delivery truck has been pulling up outside Josh and Marlon's home for the past few days. The truck is assigned to Phil Burke, who works at the supermarket.

The team finds Phil, and he confesses to kidnapping the baby. It turns out that they've been trying to adopt, but they have not been successful because every time someone from an adoption agency would visit, they immediately know that Phil and his wife Anne are grieving for their baby daughter, whom they lost to SIDS. Seeing no other choice, he said that he decided to take Lulu and tell Anne that the adoption had gone through.

The NCIS reunite Lulu with her dads, and they promise to be more careful with her from now on.

"NCIS: New Orleans" airs on Tuesdays at 9 p.m. on CBS.
