3. Biden says the US is obligated to ‘invest billions in solar facilities in Angola’

Biden also outlined efforts to “invest billions of dollars in solar facilities in Angola to have … the largest solar facility in the world, among the largest.” He vowed that such an endeavor “helps Angola, but it also helps the whole region.” 

“I think, we think … too much in terms of Cold War terms. It’s not about that. It’s about generating economic growth and stability in all parts of the world and that’s what we’re trying to do.”

Biden further suggested that the U.S. and the world as a whole had an obligation to fund the Angola project as part of an effort to combat climate change: “Angola has the capacity to generate megawatts of energy through solar energy. They don’t have the … economic means to do that. Isn’t it in the interest of the whole world if they are, in fact, able to generate significant capacity to … prevent carbon from being released in the air?”

“So, what we’re trying to do is help those nations,” the president said, noting that in the Global South, which includes Angola, “they’re not as wealthy” and “there are not as many opportunities to be able to deal with things that they want to deal with.”
